In the case when the Government of the Russian Federation transfers a day off to a working day, its duration must correspond to the length of the day on which the day off is transferred (paragraph 6, clause 1 of the Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year), depending on the established working hours per week, approved by the order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n). Thus, on February 24, Russians will work as much as they should have on November 3, namely, one hour less.

In 2014, Russia has 247 working days (of which 6 are shortened) and 118 days off.

- Weekend rules: The Labor Code of the Russian Federation establishes 14 non-working holidays a year - these are January 1, 2, 3, 4, 5, 6 and 8 - the general New Year holidays, January 7 - Christmas, February 23 - Defender of the Fatherland Day, March 8 - International Women's Day , May 1 - Spring and Labor Day, May 9 - Victory Day, June 12 - Russia Day and November 4 - National Unity Day.
If a non-working holiday coincides with a day off, the day off is transferred to the next working day after the holiday. The scheme for transferring days off in 2014 is shown in the calendar - transfers are indicated by translucent arrows. This year there are not so many such transfers - only 3 days off have been transferred:
light blue arrow - from January 4 (Saturday) to May 2 (Friday);
light purple - from January 5 (Sunday) to June 13 (Friday);
light red - from February 24 (Monday) to November 3 (Monday)

- About shortened working days: Working hours, usually directly preceding a non-working holiday is reduced by 1 hour. This year, an unusual situation has developed: on February 24, a shortened working day comes after the holiday! The fact is that from this date the day off has been postponed, just for a short pre-holiday day (November 3) and, according to the transfer rules established in Government Decrees, this day has the same working hours as the day being replaced, i.e. shorter than 1 hour. (We believe that understanding managers will postpone the start of the working day for this hour ... :)

Notes to the production calendar for 2014

According to Article 112 of the Labor Code of the Russian Federation, non-working holidays in production calendar for 2014 are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays;
  • Jan. 7 - Nativity;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • 1st of May - Labour Day;
  • 9th May - Victory Day;
  • 12 June - Russia Day;
  • November 4 - National Unity Day.

If a day off and a non-working holiday coincide, the day off is transferred to the next working day after the holiday, with the exception of days off coinciding with non-working holidays from January 1 to 8. The Government of the Russian Federation transfers two days off from the number of days off coinciding with non-working holidays, from January 1 to January 8, to other days in the next calendar year in the manner prescribed by part five of this article.

You should also pay attention to a nice feature production calendar for 2014- there are no working Saturdays and Sundays.

In accordance with production calendar for 2014 New Year holidays will last 8 days, the first working day will be January 9th. In March 2014, the Russians will also have three days off in a row: March 8, 9 and 10. On the May holidays, a pleasant surprise awaits the Russians: four days off in a row - from May 1 to May 4 inclusive, and in May there will be a week with three non-working days: May 9, 10 and 11. In November, Russians also expect four days off in a row: from November 1st to 4th.

For the rational use of weekends and non-working holidays by employees, days off may be transferred to other days by federal law or a regulatory legal act of the Government of the Russian Federation. At the same time, the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than one month before the start of the corresponding calendar year. The adoption of regulatory legal acts of the Government of the Russian Federation on the transfer of days off to other days during the calendar year is allowed subject to the official publication of these acts no later than two months before the calendar date of the day off to be established. It is worth considering that this production calendar for 2014 is preliminary.

According to Article 112 of the Labor Code of the Russian Federation, non-working holidays in 2014 are:

January 1, 2, 3, 4, 5, 6, 8 - New Year holidays,
January 7 - Christmas,
February 23 - Defender of the Fatherland Day,
March 8 - International Women's Day,
May 1 - Spring and Labor Day,
May 9 - Victory Day,
June 12 - Day of Russia,
November 4 - National Unity Day

Clarifications to the resolution "On the postponement of holidays in 2014"

According to the draft resolution, in order to rationally use weekends and non-working holidays by employees, it is proposed to postpone the days off January 4, 5 (Saturday and Sunday), coinciding with non-working holidays, to May 2 and June 13, respectively.
Given that February 23 coincides with Sunday, it is proposed to move this day off (Sunday) to November 3.
Thus, the period of winter rest will be 8 days - from January 1 to January 8, 2014. There will be a three-day rest period in March coinciding with International Women's Day celebrations (March 8-10). In May 2014, a four-day rest period is provided, coinciding with the celebration of the Spring and Labor Day (from May 1 to 4); a three-day rest period coinciding with the celebration of Victory Day from May 9 to 11. In June 2014 - a four-day rest period coinciding with the celebration of the Day of Russia (from June 12 to 15). In November 2014 - a four-day rest period, coinciding with the celebration of National Unity Day (from November 1 to 4).

The transfer of days off is proposed in order to exclude situations of their transfer in the current order on the eve of the corresponding holidays, as well as in order to rationally plan working time in organizations and take into account the interests of Russians in creating conditions for good rest and leisure activities not only in winter, but also in spring period.

The proposed postponement of days off will allow complying with the norm of Article 110 of the Labor Code of the Russian Federation that there should be at least 42 hours of uninterrupted rest between two working weeks.

The norm of working time for 2014 in Russia with a 40-hour working week is 1970 hours.

The average monthly number of working hours in 2014 was 164.17 hours.

According to the production calendar in 2014, with a five-day working week with two days off, there will be 247 working days, including 6 working days shortened by one hour (February 24, March 7, April 30, May 8, June 11 and December 31), and 118 days off, including 4 additional days of rest (March 10, May 2, June 13, November 3) due to the coincidence of non-working holidays on January 4-5, February 23, March 8 with days off.

The production calendar contains information about working days, weekends, public holidays, pre-holiday days with a reduced working day by one hour, as well as the transfer of holidays. According to the production calendar of the Russian Federation for 2014, there are 247 working days in the country (including 6 that precede holidays) and 118 days off and holidays.

Working hours in 2014 are:

  • with a 40-hour working week: 1970 hours (247 * 8 - 6, where 247 is the number of working days in a year, 8 is the length of the working day, 6 is the number of working hours reduced due to pre-holiday days);
  • with a 36-hour work week: 1772.4 hours (247 * 7.2 - 6);
  • with a 24-hour work week: 1179.6 hours (247 * 4.8 - 6).

Non-working holidays in 2014 in Russia

  • January 1-6 and January 8 - New Year holidays;
  • January 7 - Christmas;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

According to the Labor Code of the Russian Federation, if a holiday coincides with a day off, the day off is transferred to the next working day after the holiday. The Government of the Russian Federation has the right to make changes to the production calendar, transfer non-working holidays and days off to other days in order to rationalize working time.

Thus, in accordance with the Decree of the Government of the Russian Federation “On the postponement of holidays in 2014” dated May 28, 2013 No. 444, the following holidays are postponed:

  • Saturday 4 January 2014 to Friday 2 May 2014;
  • Sunday 5 January 2014 to Friday 13 June 2014;
  • from Monday 24 February to Monday 3 November 2014

Thus, taking into account the transfer of days off, in January 2014, employees will rest 8 days: from the 1st to the 8th, in May - 7 days: from the 1st to the 4th and from the 9th to 11 th day, in November - 4 days: from the 1st to the 4th day.
