For public transport

Discounted fares on urban public transport for socially unprotected categories of citizens are not provided in all subjects of the Russian Federation. The fact of its provision, the size and method of implementation are determined by the regional public authorities. It can be provided in the form of a subsidy, full or partial compensation for purchased tickets or a free travel document. The following may qualify for these benefits:

  • low-income citizens;
  • pupils and students;
  • pensioners;
  • war veterans;
  • disabled people;
  • preschool children;
  • citizens who have been awarded medals, orders, other state awards, and who have been awarded honorary titles.

For single mothers

Mothers raising children on their own are entitled to additional state support provided for by federal and regional legislation. Its size is much larger than similar benefits paid to parents of two-parent families. State authorities of a constituent entity of the Russian Federation have the right to establish additional benefits for single mothers. For their registration, it is necessary to confirm their status with the following documents:

  • certificate from the registry office (if the father is recorded according to the mother);
  • birth certificates of children with a dash in the father column;
  • information about the composition of the family.

What benefits does Social Security pay for disability?

Adults with disabilities, children with disabilities, disabled citizens need special state support. The Pension Fund of the Russian Federation pays disability pensions to such categories of the population, the amount of which depends on the assigned group. They can apply to Social Security for additional support such as:

  • a monthly supplement to the pension, the amount of which depends on the assigned disability group and the level of wages, if the person continues to work;
  • a one-time payment dedicated to a significant event in the life of the applicant.

Non-working citizens of retirement age who are on a well-deserved rest and have an income below the subsistence level established by the region of residence are entitled to additional state support from social security in the form of material assistance. You can send funds to buy the necessary things (clothing, furniture, equipment), to improve living conditions, etc. Support can also be provided in kind (providing food, basic necessities, fuel, etc.).

You can get targeted assistance no more than once a year. The amount and types of support may differ depending on the subject of the Russian Federation. In order to receive these benefits, pensioners must apply to social security at their place of residence or the MFC with an appropriate application and the following necessary documents:

  • passport;
  • pensioner's ID;
  • information about the composition of the family;
  • certificate of income of all family members;
  • employment history;
  • documents confirming the citizen's need for assistance (act of inspection of the premises, petition of the village administration, etc.).

Departments of regional and regional departments of social protection of the population are engaged in work with socially unprotected segments of the population: the disabled, the poor, those with many children, etc. The composition of the benefits and payments provided by social protection is different in each region, but in general, the following areas of activity can be distinguished.

Payments in connection with the birth of a child

Social security authorities make such payments to women who are not officially employed and are not students. These women are eligible for the following types of payments:

  • on pregnancy and childbirth;
  • the allowance that is due to a woman who has registered with the LCD in the early stages of pregnancy (up to 12 weeks);
  • payment at the birth of a baby (one-time);
  • allowance due to a woman to care for a baby up to one and a half years.

These benefits are linked to the minimum wage.

Payments related to utility bills

Also, social protection authorities keep records of citizens who need payments to pay for housing and utilities. Beneficiaries can be divided into two categories:

  • pensioners, disabled people and other categories for whom benefits for payment of housing and communal services are determined by legislation - federal or regional; for example, disabled people are compensated 50 percent of the accrued payment for housing and communal services;
  • the poor who are entitled to subsidies to pay for housing and communal services are people whose income does not allow them to pay for housing and communal services; in each region, an acceptable share of family expenses for housing and communal services is established (for example, 15%), but if the family pays for communal services more than this amount, then the difference between the regional standard and the accrued fee is compensated by the social security authorities.

Compensation for the cost of solid fuel (firewood) to beneficiaries can be attributed to the same group of payments.

Travel concessions

  • pensioners;
  • disabled people;
  • students from large families;
  • other federal and regional beneficiaries.

Paid travel by public transport (buses, trams, trolleybuses, metro), as well as commuter trains. The privilege can range from 25 to 75 percent, and beneficiaries can also be issued a certain number of tickets per month.

Payments to large families

Support for large families is regulated for the most part by regional legislation, but basically social security makes the following payments:

  • annual payment to members of a large family (in most regions - only for the poor);
  • compensation for the purchase of school and sports uniforms;
  • subsidies for utility bills, etc.

Other payments

Social security authorities charge and pay:

  • funeral allowance for the poor;
  • lump-sum payments to invalids and widows of combatants;
  • annual and periodic payments to "Chernobyl victims";
  • annual payments to honorary donors.

In addition to payments established by law, social security authorities can make one-time payments to people who find themselves in a difficult situation.
