From 2024, in order to qualify for an insurance pension, a citizen must have at least 15 years of service.

Retirement points - what is it

Upon retirement, all points earned are multiplied by the value of one point in the year the pension is awarded. The cost of a point is set by the state and is indexed every year. A fixed payment is added to the amount received. This will be the amount of your old-age insurance pension.

The generally established retirement age for the old-age insurance pension is 60 for men and 55 for women. You can increase your pension if you do not apply for its appointment immediately upon reaching retirement age. If you postpone the registration of a pension for at least a year, its size will be higher due to premium coefficients.

How to find out the amount of a fixed payment

Since February 1, 2017, the fixed payment has been indexed by 5.4%, its size has increased to 4805.11 rubles.

An increased fixed payment is established: for citizens aged 80 and over, disabled people of group I, citizens with dependents, and other categories of citizens.

How to calculate points for periods when insurance premiums are not transferred

Some stages of life in the insurance period for calculating the pension are counted, although contributions are not paid for the citizen at this time.

These are the so-called socially significant periods - military conscription, leave to care for each child up to 1.5 years (but not more than six years in total), the time of caring for a disabled person of group I, a disabled child, as well as a relative older 80 years old. If a person worked (for example, a mother on a decree performed work under an employment contract), he has the right to choose the most beneficial option for himself: to count points for these periods based on earnings and contributions paid, or, if the salary was low, use the "normative" established by the state "points.

Until January 2015, citizens calculated their future pension in the usual and simple way, using indicators such as work experience and age. But then a whole series of reforms began, after which, to determine the amount of cash benefits for reaching old age, (IPC), better known as pension points, began to be used.

The reason for the introduction of the IPC is the desire to carry out a uniform indexation of payments.

After all, no specialist can accurately predict future inflation rates. Accordingly, it was necessary to somehow exclude the possibility of an unlawful increase or, conversely, a decrease in material support during indexation, in case of depreciating the monetary unit. Therefore, all the labor merits of citizens of the PFR are converted into pension points, the size of which does not change. And how much it will cost is set by the state. This allows you to determine what the pension of each citizen will be in the event of inflation.

Accordingly, regardless of the level of price increases, the purchasing power of the elderly should not change. Since the increase in the cost of the coefficient is proportional to inflation. The more important question is how many points are needed for a pension that will be sufficient for a fulfilling life.

How much is one pension point

As already noted, the price of one point in monetary terms changes all the time, sometimes even several times a year. The procedure for changing the cost of the IPC is as follows:

  1. Jan. 2015 - 64.10 rubles.
  2. Feb. 2015 - 71.41 rubles.
  3. Feb. 2016 - 74.27 rubles.
  4. Feb. 2017 - 78.28 rubles.
  5. Apr. 2017 - 78.58 rubles.

Thus, the value of 1 pension point in 2017 is equal to monetary compensation in 79 rubles. And in 2018, the size of one coefficient is set in 81.49 rubles. At the same time, a draft budget was envisaged, where it was planned to increase, from April this year, the cost of a point to 81.96 rubles. But then this measure was abandoned.

Minimum number of points for receiving an old-age insurance pension

As noted above, initially, in order to enter the "deserved rest", it was necessary for women to reach the age of 55, and for men - 60 years of age, and also to have at least 5 years of work experience. Now people who meet the following criteria will be eligible for old-age cash benefits:

  1. Official employment.
  2. Insurance experience.
  3. Required IPC.

In principle, today at enterprises, employees are already registered in compliance with all established rules. Cases of mass underground employment are a thing of the past, and rather, are a rare exception.

But another thing is the payment of so-called "white" salaries, when the salary is drawn up in full and the necessary taxes are withheld from it. Many employers still prefer to use "gray" salaries, when only the minimum rate is officially paid, and all bonuses and bonuses are given "in hand".

The calculation of pensions by points is precisely aimed at motivating citizens to receive official salaries in full throughout the entire length of service. Since the IPC will be accrued according to a special formula from the contributions withheld by the employer from the annual income of employees.

In this case, it will be necessary to achieve a certain insurance experience. That is, a certain number of years of work for which the employer deducted contributions to the FIU. As a result, it is planned that after a gradual increase in the insurance period of citizens to receive financial security in old age, it will be at least 15 years.

Accordingly, it is planned that, no matter how many years a citizen works, he needs to accumulate at least 30 points for retirement.

How to find out the number of points

The most effective, quick and affordable way would be to obtain an extract from the register, which can be ordered directly from the FIU or by visiting the State Services portal. Also, having received an extract, you can get information about your experience and the amount of deductions.

But it is important to remember that the database only stores information from 2000. Earlier information will not be indicated in the certificate. How is the calculation made

It is important to take into account that the length of service received before the introduction of reforms is also converted into coefficient units to determine the size of the future pension. But the calculations will be carried out according to different schemes.

For calculations accumulated for the period up to January 2015, the individual coefficient is carried out according to the following calculation:

PB = MF ÷ SA

With the following values:

  • MF- the amount of pension payments established for January 2015.
  • PB- coefficient for the period of working activity until 2015.
  • Sat- the price for one IPK is 64.10 rubles.

The calculation of IPC accumulated for the period starting from 2015 is carried out according to the following calculation:

PB = MW ÷ MW ×10

With the following notes:

  • SW- the amount of payments made by the insured under the state tariff;
  • MV- the maximum level of annual salary subject to mandatory payment at a rate of 16%.

How to increase the number of points

The negative side of the reform is that when a citizen reaches retirement age, the FIU may refuse to provide a citizen with financial support if the coefficient set by the government is not reached. But the law provides for three options for increasing IPC units to increase the size of the pension or cancel the refusal.

Insurance experience and high salary

IPC is calculated based on the length of service for which contributions were made. In this case, the amount of deductions is calculated from the amount of salaries paid. Accordingly, the higher the salary and the number of years of work, the more it will be possible to accumulate units of the coefficient.

Postponement of retirement

If a citizen, having reached the age that allows him to go on a “deserved rest”, continues to be engaged in labor activity, then an additional IPC is accumulated for such a delay. At the same time, for each year of deferral, the size of the coefficient increases, but cannot exceed 2.32 points.

Outside work activity

In addition, the IPC is accrued even when citizens are engaged in useful and socially significant work without official employment. The minimum size of the annual unit of the coefficient in this case is 1.8 points, and the maximum is 5.4 points per calendar year.

Points accrual for other periods

In the event that citizens were registered for work in accordance with the established form, but were forced to take a vacation, they will be credited units of the coefficient for such other types of activities:

Thus, the following points will be credited for children for retirement in 2017 and 2018 for all 18 months in accordance with the number of children:

  1. The first child - 2.7 IPC.
  2. The second child - 5.4 points.
  3. The third and fourth child - 8.1 units (for each).

This is the percentage of the insurance part of the pension. The amount of deductions of a citizen amounted to 24 thousand rubles in absolute terms. The maximum value of the base for pension contributions, established by law in 2018, from which insurance premiums are paid, is 1,021,000 rubles. (in 2017 it was 876 thousand rubles; in 2016 - 796 thousand). The total amount of deductions from it is 16%.

The absolute value of contributions to the PF will be:

1021*16/100 or 163.36 thousand rubles

The number of personal points of a citizen earned per year in this case will be:

24/163,36*10=1,46

As can be seen from the calculation, the number of coefficients directly depends on the size of the salary of the future pensioner and the amount of deductions from it in the PF by employers.

The maximum number of points that a citizen can earn per year is 10, the minimum is 1.

Who is eligible for the points pension?

Since 2015, the accrual system applies to ALL citizens retiring from this period. People born before 1966 can only take into account contributions to part of the pension. The younger generation can take advantage of their contributions in the formation of pensions.

In full, the system of accrual of social payments using the IPC will affect those who began their labor activity in 2015.

The current pension legislation provides for the accrual of additional pension points to citizens.

They are provided in the amount of 1.8 for conscripted military service and for a parent caring for one child under the age of 1.5 years. For those who cared for two children up to this age, 3.6 points are added to the piggy bank, for three or more - 5.4 points.

Caring for a disabled or elderly person adds 1.8 points to a person.

How are recalculated

After changing the procedure for calculating pensions, many citizens have the opportunity to recalculate it. If, with the new method of calculation, the amount of a citizen's pension becomes smaller, then he will be left with the previous accruals.

IPC accumulated before January 1, 2015 are converted into rubles at the rate of 64.1 rubles. Every year the cost of the coefficient changes upwards. The cost of a pension point in 2018 increased to 81.49 rubles compared to 78.58 rubles last year and 74.27 in 2016.

The number of IPCs required to receive pension accruals in 2018 must be at least 13.8 (in 2017 - 11.4; in 2016 - 9 points). In all subsequent years, this number will increase by 2.4 points. Thus, those who will apply for a pension in 2019 will need to have 10 years of experience and 16.2 points.

In 2025, the seniority will be 15 years, and the required number of pension coefficients should reach 30.

  4. Registration of pensions after the due date. If an older person decides to extend their period of employment, the FIU must award them new additional points. The fixed part of the pension should also increase regularly.


It is possible to determine the exact number of points only after filling out an application and providing documents confirming labor activity. You can apply for a funded and fixed part of a pension when a person reaches the age specified in the pension legislation of the Russian Federation.
