The calculation of pension payments according to the new rules undoubtedly stimulates the desire of citizens to work longer in order to receive a decent payment. At the same time, there are also minimum requirements for the length of service necessary to determine the right to an insurance pension.

The payment calculated at the time of appointment is further increased due to annual indexations established by the government for each calendar year. However, this is not the only possible option for increasing the pension, because many continue to work, becoming pensioners, and, therefore, contributions are received to their personal account according to the number of the insurance certificate. Of these amounts, an unclaimed recalculation of insurance premiums is carried out annually.
The longest work experience of more than 35 or 40 years deserves special attention. Now a lot of information has appeared in various Internet sources about the increase in the pension provision of citizens for long work experience, but it is only partially true.
It is for long service that they can pay extra to pensioners only if they have the title of “Veteran of Labour”, however, it is awarded in accordance with the legislation of the regions in the social security authorities. In addition to additional monthly payments, it gives you the opportunity to enjoy certain benefits.


How much work experience do you need to qualify for a pension?
Currently, the determination of the right to a pension, its appointment and payment are carried out in accordance with the norms of Law No. 400-ФЗ “On Insurance Pensions”, which has been in force since the beginning of 2015.
According to the new rules, one of the conditions for assigning an old-age insurance payment is the presence of a certain amount of service, namely 15 years.
However, this condition will be fulfilled gradually. The transition period is envisaged for several years until 2025. Accordingly, it will take 8 years of labor activity to retire this year, 9 years next year, and so on.
In addition, each working year of a citizen is evaluated in the form of points calculated on the basis of paid insurance premiums. They also need to dial a certain number, namely 30 by 2025 to determine the right to a pension.
As for other types of pension, this requirement regarding the length of service will be supplemented. For example, for early retirement benefits, it will also depend on the nature of the work performed and the position held.
It is also worth noting that in the absence of insurance experience, a social pension from the state is assigned.
Will there be a pension supplement for more than 35-40 years of service?
Contrary to the recent opinion that 5 additional coefficients are due for an experience of 40 years or more, it should immediately be said that the current legislation does not provide for an increase in pensions for continuing to work after going on a well-deserved rest.
To understand why this happens, let's briefly consider the mechanism for assigning a pension. It involves several stages, taking into account the experience for a certain period of time:
- until 2002, taking into account the salary coefficient for a five-year period of work and valorization calculated for the length of service worked until 1991;
– from 2002 to 2014 in the form of insurance premiums affecting the amount of pension capital;
– after 2015, based on the individual pension coefficient for each year worked.
Moreover, at the first two stages, the amount in rubles is first determined, and then, according to the new calculation formula, it is converted into points.
As can be seen, only contributions transferred by the insured for his employee to the FIU are currently taken into account. Thus, the annual recalculation for hours worked is carried out based on the amount of money received by the FIU on the personal account of the insured person. Hence, the difference in the increase for two pensioners can be several tens and even hundreds of rubles, depending on the salary and contributions paid from it for each.

It is important that the period of work during the year itself does not play a role, as it was previously under the norms of Law No. 173-FZ “On Labor Pensions in the Russian Federation”.

When can an additional payment for seniority be assigned to women and men?
The length of service for women and men may affect their ability to receive additional pension payments in the following cases:
- if earlier this experience was not taken into account when assigning a payment (for example, due to the lack of supporting documents);
- if a citizen continues to work as a pensioner;
- if the number of years worked is sufficient to award the title of "veteran of labor".
In the first two cases, the increase in pension provision is established after the recalculation has been made, and in the second case it is made on an unannounced basis annually from August 1 on the insurance premiums transferred by the insured.
In the case of the submission of new documents affecting the amount of the pension, the citizen will need to write an application for recalculation by contacting the territorial department of the PFR at the location of his payment file.

The length of service, equal to 35 years for women and 40 years for men, also increases the amount of payment due to the establishment of an allowance as a labor veteran. Such an additional payment, as well as the very assignment of this title, is appointed by the social protection authorities at the place of residence of the citizen.

It is worth noting that a cash increase for this category of citizens is only due if the applicant has already been assigned an old-age pension. In addition to the additional payment for a long service over 35 or 40 years, various benefits are provided, some of which can also be converted into monetary terms. As for the legal regulation of these issues, it is under the jurisdiction of the regional authorities.
The amount of the supplement to the pension
Depending on the nature of the proposed additional payment in connection with the cases discussed above, its amount will be different if additional certificates are provided that are not taken into account when assigning a payment, as well as when recalculating insurance premiums.
The amount of additional payment to pensions for the title of "Veteran of Labour" with an experience of more than 35 or 40 years is set, on the contrary, at a fixed value. However, this value will also depend on the region of residence of the pensioner, since funding is provided from local budgets.

- on payment of housing in the amount of 50%;

How to apply for a pensioner's allowance?
In order for a pensioner to be able to apply for an allowance for a long work experience of more than 35 or 40 years, necessary for conferring the title of "Veteran of Labor" to women and men, respectively, he needs to contact the social protection authorities at the place of residence. The Pension Fund does not establish such allowances.
The following documents are required to apply:
- statement;
– a document proving the identity of the applied citizen;

What is included in work experience

It is important to distinguish between the concepts of work and insurance experience. The first applies when assessing the pension rights of an applicant who was considered employed before 1 January 2002. The length of service affects the calculated amount of the pension, which is subsequently converted into pension points using a special formula.

After January 1, 2002, the amount of insurance premiums transferred by the employer affects the amount of the pension. From this moment, the concept of "insurance experience" appears.

When calculating it, all periods of official work are taken into account, during which the PFR received contributions from the employer. Additionally, the so-called "non-insurance periods" are taken into account. This is the time when a citizen did not work due to certain circumstances:

  • military service as a conscript soldier;
  • maternity leave from birth to one and a half years (not more than 6 years in total);
  • caring for a disabled child, a citizen over 80 years of age or a disabled person of the 1st group;
  • the time of serving a criminal sentence, if the person was subsequently rehabilitated;
  • the period of residence abroad, if the spouse is a member of a diplomatic mission (no more than 5 years in total);
  • time spent with a military spouse in an area where it is impossible to get a job in the specialty (maximum 5 years);
  • receiving benefits for compulsory social insurance during a period of temporary disability;
  • time of receipt of unemployment benefits;
  • participation in public paid works.

The following periods are not taken into account when calculating the insurance period, which gives the right to receive an additional payment:

  • off-the-job training;
  • caring for a child older than 1.5 years;
  • lack of official employment without entering the labor exchange;
  • informal work activity.

What additional payments are due to pensioners for work experience of more than 35 years

Recently, information has been circulating on the Internet that citizens are entitled to a recalculation of pensions after 35 years of service. Its essence is to increase the IPC by 1 pension point. Please note that current legislation does not provide for this possibility.

An increase in pension in 2019 is possible if the pensioner continues to work. In this case, on August 1, an unannounced recalculation of the insurance pension provision is carried out, taking into account the pension points accumulated for the previous year.

In 2019, an additional payment to a pension for work experience of more than 35 years can only be accrued to a woman upon awarding the title of "Veteran of Labour". Recalculation of pensions for working pensioners

Seniority allowances for continuous work experience are provided only to pensioners who continue to work, having gone on a well-deserved rest. They are not entitled to annual indexation of pension provision, which since 2019 has been carried out since January by a percentage predetermined by the Government of the Russian Federation.

Recalculation of the pension upwards occurs by increasing the number of pension points, the maximum number of which is limited to three.

Since January 2019, the cost of one point is 87.24 rubles. Based on this, the amount of the surcharge will be a maximum of 261.72 rubles. A full recalculation of the pension, taking into account all the indexations made before, is due to the citizen only after dismissal.

Labor veterans

Currently, the status of "veteran of labor" is assigned in accordance with regional legislation. Residents of Moscow are given an honorary status if they, being minors, began working during the Great Patriotic War, and have 35 years of experience or more (for women) and at least 40 years (for men).

In 2019, Muscovites (it is necessary to confirm the place of residence) who have an insurance record of 25 years or more (men) or at least 20 years (women) or the length of service necessary for the appointment of a service pension, and while meeting one of the following conditions:

How much will pensions be added to veterans of labor in Moscow

The supplement to pensions in Moscow for labor veterans is 1,000 rubles. The appeal is considered within 10 working days from the date of application and submission of the entire package of documents.

The accrual of the city supplement to the pension occurs from the 1st day of the month following the month of application.

Where to apply for pension recalculation

The additional payment to the pension of working pensioners is carried out automatically. A pensioner does not need to apply to the territorial office of the PFR or the MFC.

Additional payments to pensioners in 2019 for long work experience are issued through the social security authorities. The process consists of several successive stages:

How long do you have to work to get the minimum wage?

In Soviet times, to qualify for a pension, a person had to work for at least 25 years. Later, the government of the Russian Federation established that the minimum length of service is 5 years. The rules for calculating seniority have also changed. Now, studies at a higher educational institution will not be taken into account, but a decree and military service will also be considered in seniority.

Activity over 45 years practically does not play a role in the calculation of such bonuses. In addition, benefits for long-term work at one enterprise have been abolished.

Will everyone have them and from when?

Employment for 35 years or more does not guarantee decent retirement benefits. This is directly related to the deductions made by employers.

If there were no such deductions (i.e., the work was unofficial) or they were insignificant (the “white” salary was less than actually due to the employer’s evasion from paying the full amount of taxes), there is no need to count on additional payments. Only those persons who worked officially and did not hide their real income from the state will be able to see a significant difference.

Does it apply to those who already receive pension payments?

Women and men who have worked for more than 35 years and are already receiving a pension are eligible to apply for additional accruals. So for labor activity they will receive an additional 5 additional points. When calculating, it is worth remembering that the time spent on parental leave is taken into account in full if the total number does not exceed 4.5 years.

Order of appointment and registration

To receive a pension supplement, you need to visit the Pension Fund with documents:

  • passport;
  • personal account insurance number (SNILS);
  • pensioner's ID;
  • work book;
  • other documents confirming employment.

The PF employee accepts a package of documents from the applicant and checks them for the possibility of accruing additional payments to the pension within the specified time.

Reasons for refusal to receive additional payment may be:

To prevent such incidents from happening, it is important to correctly calculate the length of service and provide only reliable and complete information to the PF. If the refusal is received for unknown reasons, it is recommended to apply for benefits to a higher authority.

Upon receipt of an unreasoned refusal, it is recommended to immediately file a lawsuit with the provision of all documents and a written refusal from the Pension Fund.

Today, few pensioners finish their careers with a pension. Most people of retirement age continue to officially work in enterprises and deduct taxes from their salaries. The right to early establishment of a pension provided for by the law of the Russian Federation of December 17, 2001 No. 173-FZ depends on the required work experience in conditions that give the right to a special approach to its appointment. At the same time, its value is established by law and does not depend on the total length of service. However, when calculating the early pension, the rules for assessing pension rights that arose before 2002, which take into account the total length of service, and the supplement to the fixed part of the pension, will be applied.

Conditions for obtaining It is necessary to understand that a long work experience does not always lead to the appointment of a decent pension. In this way, the state stimulates honest labor activity, accompanied by timely insurance premiums. The main conditions for calculating the additional payment: the presence of the necessary work experience; and availability of insurance premiums.

To carry out the recalculation, the pensioner usually does not require any participation - the additional payments are calculated automatically with the annual adjustment of the insurance parts in the Pension Fund. This happens in July and is uploaded until August 1. But if new circumstances were discovered (for example, documents were found confirming the length of service for previous years of work), a citizen has the right to contact the local branch of the Pension Fund. There you need to fill out an application form and submit a package of documents.

Their list must be clarified on an individual basis with the employees of the PF. The package may, for example, include: work contracts; extracts from the work book; information from the archive of the enterprise. Documents are registered in the Pension Fund, and a notice-receipt is issued to the pensioner. Consideration of documents and applications usually takes no more than ten calendar days. If your claim is denied, you can file a lawsuit with the courts. A positive decision of the court will serve as the basis for the recalculation.
