  • service without a queue in shops, social institutions, communication organizations;

  • provision of social services at home without payment.

Compensation for WWII veterans belonging to a separate category of participants in the war

In addition to the main social support package, there are additional privileges for veterans belonging to certain categories of participants in the Great Patriotic War:

  1. Participants in the battles during the Second World War can count on:
    • vocational training at the expense of the employer.
  2. Residents of besieged Leningrad, workers at construction sites of strategic importance can receive:
    • a ticket to sanatorium-resort institutions without waiting in line, if there are medical indications.
  3. War invalids have the right to apply for:

Monthly compensation to veterans of the Great Patriotic War from the state

Veterans of the Second World War are not deprived of the right to simultaneously receive labor, military and disability pensions. Participants of the Second World War receive a state pension for length of service or work in state institutions.

Monthly cash transfers (MCH) are an additional measure of financial support for veterans. Receipt of this benefit does not limit a veteran's pension entitlement. The amount of EDV at the moment is:

Family members retain the right to receive the following types of social support:

  • monthly payments, the amount of which varies depending on the merits of the deceased;

How and when to get 10,000 rubles

The President adopted the Decree. The government must ensure its implementation. Simply put, to make sure that all war veterans and disabled people receive this money on time and in full.

Payments to veterans and invalids of the Great Patriotic War on the territory of Russia will be carried out by the territorial offices of the Pension Fund. They have lists of all pensioners and veterans, so there is no need to write any additional applications. The funds will be sent to veterans in the way they usually receive their pension: to a bank card, to a current account or in cash to the post office.

At first they promised that all veterans should receive 10,000 in early May, even before the Victory Day. But the decree on this was signed only on May 6, and the Government Decree, although it was adopted promptly, came into force only on May 15. And the FIU said that the payments will take place in May and June. Therefore, if you or your relatives have not yet received the required 10,000 rubles, then you will have to wait a bit. Veterans from Lithuania, Latvia and Estonia will also be paid lump-sum payments by May 9 by the PFR with the help of the Ministry of Defense and support departments at the embassies (consular departments of embassies) of the Russian Federation in the Baltic states. The money will be paid in cash or sent by transfer, also according to the lists at the disposal of the officials. Help children of war

Although pensioners who were children during the war years will not receive federal payments, they have a chance to receive support from regional authorities. How to get a?

The lump-sum payment by May 9 will be automatically “added” to the May pension, so there is no need to submit a separate application to the Pension Fund. The PFR has all the data on the recipients of the increased allowance. In extreme cases, employees may require additional paperwork.

Pensioners will receive money in the usual way, in the same way as they usually take a pension:

From regional authorities

In connection with the celebration of the 75th anniversary of the Victory in the Great Patriotic War, the authorities of the constituent entities of the Russian Federation provide for their lump-sum payments to veterans, home front workers and other categories of citizens. In the Irkutsk region, the Governor signed a Decree in which he decided to pay 10 thousand rubles to veterans and disabled veterans of the Second World War, minor prisoners and family members of the dead (deceased) participants, disabled veterans of the Great Patriotic War.

As follows from the text of the draft Decree of the President of Russia, the recipients of 10 thousand rubles will be not only Russian pensioners, but also Russians living in the Baltic states. The document, in particular, states that by May 9, 2018, a lump sum cash payment in connection with the 73rd anniversary of the Victory in the Great Patriotic War of 1941-1945 will be received by:

  • participants in the Second World War from among the persons specified in subparagraph 1 of paragraph 1 of Article 2 of the Federal Law "On Veterans", permanently residing in Russia;
  • participants in the Second World War who are citizens of the Russian Federation and permanently live in the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania;
  • WWII invalids.

Such a circle of recipients of the lump-sum payment in the Baltic countries is due to the fact that the authorities of these states do not recognize the role of the USSR in the victory in the Second World War and do not support veterans in any way. This is stated in the explanatory note to the Decree. Russia has been supporting veterans from the Baltic States for several years.

How will payments take place?

Discussion of draft regulatory legal acts will end on April 27, 2018, as stated in the notice on the single portal. After that, the documents will be approved, and in early May the funds will be sent to the recipients.

The Pension Fund will make payments in Russia through its territorial subdivisions. In the Baltic States, the Russian FIU, together with the Ministry of Defense, was also instructed to do this through the support departments at the embassies (consular departments of embassies) of Russia in Lithuania, Latvia and Estonia.

There is no need to send any special applications to veterans from Russia or the Baltic states about receiving a lump sum payment by May 9. The PFR has up-to-date lists of all pensioners, including veterans and disabled veterans of the Second World War. Transfers will be made to Russian veterans by the usual way for them to receive a pension: to a plastic bank card, to a savings book or in cash. Most citizens will receive a payment by Victory Day along with a pension for May 2018. But what about other pensioners?

Among Russian pensioners there are many citizens who did not directly participate in the Second World War, because they were born between June 22, 1928 and September 3, 1945 and were minors. This category of citizens is called Children of War, but, unfortunately, they are not provided with any payments for Victory Day from the federal budget in 2018. The authorities have been discussing preferences and financial support for the children of war for a long time, but have not yet come to a consensus.

In some constituent entities of the Russian Federation, this category of pensioners is supported at the level of local budgets: they make monthly supplements to pensions and allocate funds for lump sum payments on May 9 Victory Day. The amount of such assistance is much more modest - only up to 2 thousand rubles per person. In 2018, payments in honor of the 73rd anniversary of the Victory in the Great Patriotic War will definitely be received by war children living in the cities of Moscow and St. Petersburg, as well as in Irkutsk, Ulyanovsk, Vladimir and some other regions.
