The program "Education of a Citizen of Russia" was developed on the basis of the state program of patriotic education of minors, the program of patriotic education of schoolchildren of the Novokuznetsk municipal district and is aimed at the formation and development of a person who has the qualities of a citizen of Russia - a patriot of the Motherland, capable of successfully fulfilling civic duties.
In recent years, the Russian educational system has undergone significant changes. Changes have affected various areas of educational activity. Economic instability in the country, the erosion of moral and ethical values, a sharp decline in the social activity of young people, the crisis of the family and relations between parents and children make us take a fresh look at the educational system and the possibilities of education.
Today, for Russia, there is no more important idea than patriotism. We believe that in order to become a patriot, it is not necessary to be a hero, it is enough to love your Motherland as it is, because there will be no other. Patriotism is, first of all, a state of mind, soul. Life shows that children grow up, and the time comes when they ask about family honor, about the patriotic deeds of their parents, grandparents, reflecting on the past of their Motherland. These are good lessons of courage for the rising generation. Indeed, at present this problem is very relevant.
For many years, since the numerous changes that began in our country and are continuing at the present time, the problem of patriotic education of schoolchildren remains unresolved. Such negative qualities as indifference, selfishness, and aggressiveness have become widespread. The centuries-old traditions of peoples are being forgotten, young people are losing interest in the historical past of Russia and their small Motherland. Of particular concern is the incorrect attitude of adolescents to a healthy lifestyle. Among them, alcoholism is spreading more and more and drug addiction is increasing. Under these conditions, the school remains the main tool that can stop the spread of these "diseases".
Program goal:
Creation and improvement of the system of patriotic education at school for the formation of a socially active personality of a citizen and patriot, with a sense of national pride, civic dignity, love for the Fatherland, his people.

This program is intended for students in grades 1-9 and their parents, is comprehensive.
This goal covers the entire pedagogical process, permeates all structures, integrating training sessions and extracurricular life of students, a variety of activities. Based on the tasks, we can single out the need to help ensure that the educational environment is as diverse and varied as possible. The education program "Education of a Russian Citizen" should help the child build his life after graduation. The implementation of the program will create conditions for the development of moral values and self-determination of the student.
To do this, it is necessary to create opportunities for immersing the child in each of these areas. This task is solved by various educational areas of the program:

ecological - local lore education;

In the course of work on the proposed program, children master various types of activities: problematic, search and research, communicative, creative.
The program of patriotic education of school students is implemented during the educational process, during extracurricular activities, in the traditions that have developed at the school, in the surrounding society of the school.
The program is based on the principles of consistency, scientific approach, accessibility, tolerance and is designed for three years. The structure and organization of this educational program is built taking into account the different age categories of students, in connection with the specific features and tasks of the spiritual, moral and physical development of students of different school ages, and the degree of preparedness of students for life and work in a team, their ability to make decisions and act independently.

The principle of accessibility involves correlating the content, nature and volume of educational material with the level of development and readiness of children.
2. Continuity.
At the current stage, education is called upon to form in the younger generation a steady interest in the constant replenishment of their intellectual baggage and the improvement of moral feelings.

One of the important principles of the program is its scientific character. Based on information about the history and culture of the native land.
4. Consistency.
The principle of a systematic approach, which involves an analysis of the interaction of various areas of patriotic education. This principle is realized in the process of interconnected formation of the child's ideas about patriotic feelings in various activities and an effective attitude to the world around.
5. Continuity.
Patriotic education of preschoolers continues in elementary school.

to the Program "I am a Citizen of Russia" for 2016–2020.
Introduction:
The program "I am a citizen of Russia" for 2016-2020 has been developed in accordance withDecree of the Government of the Russian Federation datedDecember 30, 2015 No. 1493 « On the State Program "Patriotic Education of Citizens of the Russian Federation for 2016-2020", in accordance with the Concept of Patriotic Education of Citizens of the Russian Federation, in accordance with the Federal Law "On Military Duty and Military Service", and taking into account the proposals of municipal executive authorities: administration city, education department, youth and tourism committee, department of physical culture and sports, Council of Veterans.
The program defines the main directions of patriotic education of students of MBOU "Secondary School No. 6".
The relevance of the problem of patriotic education of children and youth:
In the last decade, economic and political changes have taken place in Russia, which have led to significant social differentiation of the population and the loss of spiritual values common to all citizens of the country. These changes reduced the educational impact of Russian culture and education as the most important factors in the formation of a sense of patriotism. The gradual loss by our society of the traditionally Russian patriotic consciousness has become more and more noticeable.
In recent years, work on the patriotic education of citizens has been significantly weakened in Russia. This is largely facilitated by such recent phenomena: economic disintegration, social differentiation of society, devaluation of spiritual values, a decrease in the educational impact of culture, art and education; planting the cult of permissiveness, violence and cruelty in the media and the press; exacerbation of interethnic strife. The destruction of the system of patriotic education has led to the gradual loss of patriotic consciousness, moral and ethical guidelines by society. The true meaning and understanding of internationalism is being lost; indifference, selfishness, cynicism, unmotivated aggressiveness, disrespectful attitude towards the state and social institutions are becoming widespread in the public consciousness; there is a steady downward trend in the prestige of the military and public service. Under these conditions, the formation of a system of patriotic education must be considered as a unifying principle, a factor in the interaction of the children's and youth movement, executive authorities, public associations, as the basis for the development of ideological and patriotic education of citizens.
In order to unite the efforts of schools, families, the public, institutions located on the territory of the city, city residents in the patriotic education of children, as well as the development of unified approaches to military-patriotic education, this Program has been developed.
Purpose and objectives of the Program:
The purpose of the Program is the patriotic education of students of MBOU "Secondary School No. 6".
To achieve this goal, the following tasks are solved:
formation in the younger generation of loyalty to the Motherland, readiness to serve the Fatherland and its armed defense;
study of the history and culture of the Fatherland and native land;
physical development of students, the formation of their need for a healthy lifestyle;
methodological support for the functioning of the system of patriotic education;
consolidation and coordination of the activities of the school, family, community, residents of the city in the patriotic education of children.
The program is designed for the period from 2016 to 2020. In the process of implementing the Program, it is expected to carry out interaction between the NGO Soyuz "Chernobyl", the NGO "Combat Brotherhood", the Council of Veterans, institutions of culture and sports and other public associations.
Stages of the Program implementation
Stage I: design - 2016-2017 academic year.
Target : preparation of conditions for creating a system of patriotic education.
Tasks:
1. Study the regulatory framework, by-laws.
2. Develop, discuss and approve a program for patriotic education.
3. Analyze the material, technical, pedagogical conditions for the implementation of the program.
4. Select diagnostic methods for the main areas of the program.
Stage II: practical - 2017-2018, 2018-2019 academic years .
Target : implementation of the program for the patriotic education of school students.
Tasks:
1. Work out the content of the activity, the most effective forms and methods of educational influence.
2. Enrich the content of military-patriotic education.
3. Develop student self-government.
5. Expand and strengthen the ties and relations of the school with institutions of additional education, culture, sports institutions of the city.
6. Involve representatives of all subjects of educational activity in the system of patriotic education.
7. Monitor the implementation of the program.
8. Take part in patriotic education competitions.
Stage III: analytical - 2019-2020 academic year.
Target : analysis of the results of the program implementation.
Tasks:
1. Summarize the results of the work of the school.
2. Carry out correction of difficulties in the implementation of the program.
3. Plan work for the next period.
Evaluation of the effectiveness of the program implementation.
Evaluation of the effectiveness of the implementation of the Program is carried out on the basis of using a system of objective criteria, represented by moral, spiritual and quantitative parameters.
Program implementation mechanism:
Coordination of activities for the implementation of the Program is carried out by the Pedagogical Council of the school. The Pedagogical Council determines the content of specific activities for the implementation of the Program, organizes their implementation, discusses proposals aimed at improving the efficiency of work.
The main executors of the activities of the Program are teachers, students and their parents, employees of the relevant institutions of the city.
This Program corresponds to the curriculum for the course of studying life safety and physical culture. The program "I am a citizen of Russia" can be applied by teachers of life safety and physical culture of the school, class teachers, leaders of social and humanitarian circles.
The effectiveness of the Program implementation.
The effectiveness of the implementation of the Program is measured by the degree of readiness and desire of school students to fulfill their civic and patriotic duty in all the variety of forms of its manifestation, their ability and desire to combine public and personal interests, the real contribution they make to the prosperity of the Fatherland.
The implementation of the Program in close relationship with the executive authorities of the city, the military commissariat of the city, the education system, law enforcement agencies should contribute to the patriotic education of schoolchildren, ensuring the safety of students.
The end result of the implementation of the Program should be the positive dynamics of the growth of patriotism and internationalism in the school, providing on its basis favorable conditions for the spiritual and cultural education of the individual student, citizen and patriot of the Motherland, and increasing the authority of the school.

1. Improving the process of patriotic education of schoolchildren.
The system of measures to improve the process of patriotic education provides for:
determination of priority areas of work on patriotic education at the present stage;
enrichment of the content of patriotic education;
development of forms and methods of patriotic education based on new information technologies;
strengthening the patriotic orientation in the courses of social and humanitarian disciplines;
fostering pride in the Russian state, its accomplishments;
education of readiness for worthy and selfless service to society and the state, to the fulfillment of duties to protect the Fatherland;
improving the quality of functioning, both of individual elements of the system of patriotic education, and of the entire system as a whole;
2. Development of scientific, theoretical and methodological foundations
patriotic education of students.
The system of measures for the development of scientific, theoretical and methodological foundations of patriotic education provides for:
continuation of research in the field of patriotic education and the use of their results in practical activities;
development of a complex of educational and special programs and methods in the field of patriotic education;
development of forms, methods and means of patriotic education of various categories of students;
study and generalization of best practices in the field of patriotic education for its implementation in the practice of patriotic work.
3. Coordination of the activities of public organizations
(associations) in the interests of patriotic education of students.
The system of measures to coordinate the activities of public organizations (associations) in the interests of patriotic education provides for:
creating conditions for the participation of public organizations (associations) and creative unions in the work of patriotic education of school students;
development of active forms of social educational influence on the formation of the patriotic consciousness of schoolchildren.
4. Information support in the field of patriotic education of students.
The system of measures for information support in the field of patriotic education of students provides for:
supporting and promoting the expansion of patriotic topics in school newspapers, promoting the development of the creative potential of students in the field of patriotic education.
5. The use of state symbols of Russia in the patriotic education of students.
In order to study the state symbols of Russia in patriotic education, it is provided:
Participation in various school, municipal and federal level competitions for knowledge of the state symbols of Russia and symbols of the constituent entities of the Russian Federation;
holding school competitions, seminars, conferences, exhibitions and expositions on the issues of patriotic education using the state symbols of Russia;
organizing the study of the state symbols of Russia, the procedure for the official use of the state flag, coat of arms and anthem of the Russian Federation in the classroom and extracurricular activities;
information support and training of the organizers of patriotic education on the use of the state symbols of Russia in educational work.
