Let us explain the new rule that will be applied to working pensioners in 2015 and beyond. If a working pensioner earns up to 20 thousand rubles a month, then the increase will be calculated "" - 16% of his annual earnings will be divided by the survival period and will receive the amount of the pension supplement after the August recalculation. Those people who will be credited with smaller amounts relative to those received at the moment, pensions will be left at the same level. The indexation of the labor pension will affect all its parts: both insurance and funded.

At the same time next year are planned:

  • indexation of old-age pensions from February 1 by 7.5%;
  • increase in the size of the fixed payment up to 3,935 rubles (from January 1);
  • indexation of social pensions from April 1 by 11.9%.

The new calculation scheme involves the calculation of pension rights in points, the amount of which directly depends on the income of an individual. These values ​​will be re-evaluated. So in 2015, one point will "cost" 64.1 rubles.

The PFR assumes that, based on the results of indexation, pensions will on average be equal to:

  • labor - 12,045.77 rubles. (in 2014 - 11,207.8);
  • social - RUB 8,479.29 (in 2014 - 7,577.56).

It turns out that the average amount of pension insurance payments will be 11,970 rubles, which corresponds to 1.67 of the subsistence (officially established) minimum for a pensioner.

Ensuring the fulfillment of PFR obligations

The main data of the Pension Fund budget for 2015 are already known:

Its income will amount to 6,995.17 billion rubles, which is 11.2% more than in the previous year;

Expenses - 7,618.15 billion rubles, which is 18.7% higher than in 2014, of which 5.09 billion rubles will be transferred directly to the payment of labor pensions to people.

The difference is about 0.9% of the country's GDP, it is:

The balance (surplus) of the fund's budget in the current year is 221.1 billion rubles;

Funds temporarily held on PFR accounts, which will subsequently be transferred to NPFs (non-state pension funds), - 401.8 billion rubles.

The planned amount of insurance contributions to the fund's budget is 3,904 billion rubles, the rest will be compensated through interbudgetary transfers, that is, from the federal budget.

The number of pensioners with whom the PFR will have to settle accounts in 2015 will increase to 42.7 million people (in 2014 there were 0.6 million fewer people). Most of them - 38.8 million people - will receive a labor pension. The increase in the number of pensioners will occur due to the registration of residents of the newly annexed Crimean lands, as well as people who will reach retirement age next year.

Retirement age: what will the reform change

The pension reform does not imply a direct increase in the retirement age, but involves the introduction of an incentive coefficient: it will be the higher the later a person retires.

The human right to early termination of employment also remains unchanged. But if he uses this right, he will “lose” points for the time that he should have been working. Compensation is not provided. The retirement age in Russia for privileged categories has remained the same, but in fact people will be forced to refuse to exercise this right.

Summary

The PFR budget for the next year was adopted with a very large (actual) deficit. It is planned to cover it through transfers from the federal budget, which is also limited: expenses in all areas have been minimized. The government expects to fulfill its obligations to the people at the expense of the anti-crisis reserve, those same "oil" surpluses.

This means injecting huge, unsecured amounts of goods or services produced, which will accelerate inflation. And this will significantly reduce the purchasing power of pensions.
