The production calendar is a document in the form of two tables.

The first table is a regular calendar for the year, in which weekends and holidays are highlighted in bold (often in red), with a five-day work week and days off on Saturday and Sunday. Pre-holiday working days are also indicated here, when the working day is reduced by 1 hour. As a rule, such pre-holiday days are marked with the sign "*" ("asterisk").

These data are given for each month, quarter and for the whole year.

The production calendar, first of all, is a document for the personnel department and all employees responsible for and schedules for shift work.

When compiling the time sheet and calculating the total amount of hours and days, you need to check with the production calendar to determine if the employee has hours worked in excess of the norm. This is necessary for the correct calculation of wages, since according to the law, all overtime hours must be paid at higher rates. Not less than one and a half times the tariff rate for the first two hours, and not less than double for all subsequent hours.

The calculation of overtime hours worked is also necessary to comply with the law, which says that during the year an employee should not work more than 120 hours. Constantly counting overtime hours as a cumulative total, you can track the amount of 120 hours. And if, for example, in October, an employee approached the mark of 120 hours, then in the following months it will already be illegal to involve him in work on weekends. Particular attention should be paid to overtime hours for employees with a shift schedule.

With the help of the production calendar, you can determine the amount of working hours in each month and compare with the actually worked one or another employee.

When calculating the minimum wage, do not forget to check the production calendar. If the employee has not worked the required number of hours in the current month, then the payment may be less than the minimum. Since the very definition of such payment suggests that in order to receive it, you need to work out the prescribed norm of hours. But if the employee has worked more hours, then payment for them must be made separately and be part of the minimum wage. It should also be remembered that the amount of the minimum wage does not include payment for overtime and holidays.

About holidays, pre-holidays and weekends

Holidays are established by article 112 of the Labor Code of the Russian Federation. There are currently 14 public holidays in the Russian Federation:

  • January 1, 2, 3, 4, 5, 6, 8 - New Year holidays;
  • January 7 - Christmas;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

According to the law, all these holidays are non-working days. If a holiday coincides with a weekend, the holiday is moved to the next business day. Earlier, amendments were made to the Labor Code of the Russian Federation, which allow transferring two days of the New Year holidays to any other month.

Day off- this is the day of rest of the employee, provided to him on the basis of legislation. Most often this is Saturday and Sunday, but with a shift schedule, a day off can be provided on any day of the week.

The production calendar is compiled on the basis of the Decree of the Government of the Russian Federation on the transfer of weekends and holidays. For the 2016 calendar, such a Resolution was adopted in September 2015.

Since the period for the production calendar is a calendar year, the transfer of holidays is carried out only within this year. That is, January 1 that falls on Saturday is not transferred to Friday December 31 of the previous year.

About the postponement of working days

According to the established procedure, a legal act establishing the transfer of weekends and holidays must be published in official sources no later than one month before the start of a new calendar year. Changes may be made during the year, but only if these changes are officially published no later than 2 months before the date of the transfer.

The postponement of the weekend in 2016 was established by Government Decree of September 24, 2015 N 1017 - LINK.

What days in 2016 will be holidays and weekends

In 2016 there will be two pre-holiday days on February 20 and November 3. November 20 will be a pre-holiday day, since February 22 is transferred to it. Accordingly, in these two months, the time norm for a 40-hour working week will not be a multiple of 8 and will be 159 and 167 hours, respectively, since pre-holiday working days will be 7 hours instead of 8.

Holidays in 2016 will be the following days:

  • in January from 1 to 10;
  • in February from 21 to 23;
  • in March from 5 to 8;
  • in May from 1 to 3 and from 7 to 9;
  • in June from 11 to 13;
  • in November from 4 to 6.

The following days will be rescheduled:

  • January 2 and 3 to May 3 and March 7, respectively;
  • the working day of February 22 will be moved to Saturday February 20;
  • June 12 is moved to June 13.

Working hours for different working week options

The main part of the entire able-bodied population of our country works on a 5-day schedule with two days off and an 8-hour working day, respectively, a 40-hour working week. But there are specialties and positions to which the state provides benefits in the form of a reduction in the norm of working hours. These are primarily teachers and medical workers, as well as some harmful professions.

They can work on a 36-hour or 24-hour work week.

For them, all the norms of working hours are also calculated in the production calendar.

The number of days off and public holidays together with in 2016 will be 139 days and will be 40% of the total number of days in a year. And for some workers, this ratio will be even higher, since there are professions for which additional holidays are provided.

Calculation examples: Is an employee always entitled to overtime pay?

Example 1

In January 2016, 15 working days and 120 hours. One of the watchmen worked 140 hours. Does the employer have to pay an increased rate for 20 hours?

Not always.

In shift work, consideration of normal duration can be determined in several ways:

  1. monthly accounting of the norm of time;
  2. quarterly accounting of the norm of time;
  3. annual accounting of the norm of time.

All these methods are called summarized accounting of working hours.

What are their differences?

With the monthly norm of time, everything is clear, how much is supposed to be in a month, so much the employee must work.

With a quarterly norm of working time, the normal duration is not considered every month, but only once a quarter. And it is the sum of the norms of time for three months.

Example 2

The norm of time for the 1st quarter of 2016 will be 447 hours (January 120 + February 159 + March 168).

Watchman Ivanov A.A. worked:

  • January 140 hours;
  • February 150 hours;
  • March 155 hours.

Total for the quarter = 445 hours.

Therefore, in the 1st quarter it has no processing. The "surpluses" in January were offset by "shortages" in February and March.

Example 3

Caretaker Petrov V.V. worked:

  • January 150 hours;
  • February 150 hours;
  • March 165 hours.

In total for the quarter = 465 hours, at a rate of 447, that is, processing was 18 hours. It is she who is paid at an increased rate, and not the January 30 hours.

The principle of annual accounting of working hours is similar, with the only difference that the settlement point is the end of the year.

The same principle can be applied to the calculation of the minimum wage.

But for this, it is necessary to fix the period for recording working hours in local regulations and be sure to draw up a work schedule for the entire period at once.

Every year, the government of the Russian Federation establishes holidays, weekends and working days. So the production calendar for 2016 has 119 days off and holidays, and 247 working days. We remind you that 2016 is a leap year, so February will have 29 days, not 28, so there are 366 days in a year. We will bring to the norms of working time in the calendar with a 24-, 36- and 40-hour working week, taking into account a five-day working week.

In 2016, in accordance with the Labor Code of the Russian Federation, art. 112 the following non-working days and holidays are established:

  • New Year's January holidays fall on the 1st, 2nd, 3rd, 4th, 5th, 6th and 8th.
  • Christmas is celebrated on January 7th.
  • The men's holiday called “Defender of the Fatherland Day” will be celebrated as usual on February 23rd.
  • International Women's Day will be celebrated on March 8th.
  • The holiday dedicated to Spring and Labor is scheduled for May 1.
  • Victory Day in the Great Patriotic War is celebrated on May 9th.
  • Russia Day will be celebrated on June 12.
  • National Unity Day is celebrated on November 4th.

State authorities on the basis of regulatory legal acts and laws, in accordance with the Labor Code of the Russian Federation, Art. 6, additional public holidays may be specified. Such a norm is indicated in the letter of the Ministry of Labor of the Russian Federation No. 1139-21 dated 10.07.2003, paragraph 8, and this is also indicated by the Resolution of the Presidium of the Supreme Court No. 20-PV11 dated 12.21.2011. So religious holidays can not be recognized as additional non-working holidays, in accordance with the procedure specified in Federal Law No. 125-FZ of September 26, 1997, Art. 4, item 7.

Postponement of holidays in 2016

In order to rationally use non-working holidays and weekends by employees of organizations, they can be transferred to other days, this measure is fixed by regulatory legal acts of the Government of the Russian Federation or federal laws for the coming year, taking into account the future calendar.

The transfer of holidays in 2016 in accordance with Decree of the Government of the Russian Federation No. 1017 of September 24, 2015 “On the transfer of holidays in 2016” will be as follows:

  • Saturday 2 January is moved to 3 May.
  • Sunday, which falls on January 3rd, will be moved to March 7th.
  • Monday 22 February will also be a public holiday as a result of the postponement from 20 February.

The result is longer weekends:

  • New Year holidays in 2016 will be celebrated from 1 to 10 January, their duration will be 10 days.
  • The men's holiday will stretch for 3 days due to transfers for the period from 21 to 23 February.
  • The duration of the celebration of International Women's Day will be 4 days - from March 5 to 8.
  • The May holidays will bring a total of 6 days off: from May 1st to 3rd and from May 7th to 9th.
  • Celebrations in honor of the Day of Russia will last 3 days - from 11 to 13 June.
  • Russians will also celebrate National Unity Day for 3 days: from 4 to 6 November.

Working hours for 2016

Order of the Ministry of Health and Social Development of the Russian Federation No. 588n dated August 13, 2009 determines the procedure for calculating the norm of working time for 2016, depending on the duration of the working week established in the organization, which can be set as five days, with working days from accomplice to Friday, and days off on Saturday and Sunday. So, a 40-hour work week assumes an 8-hour working time norm, a 36-hour week assumes a norm of 7.2 hours, and for a 24-hour working week, the norm will be 4.8 hours.

In accordance with the Labor Code of the Russian Federation Art. 1, the duration of the work shift or the day immediately preceding the holidays will be reduced by 1 hour, so in 2016 citizens will work one hour less on November 3 and February 20. This rule will apply to all modes of work of employees and the rest provided to them.

How we rest. June holidays

Non-working days in June 2016 in Russia are 9 dates of the month: 4th, 5th, 11th, 12th, 13th, 18th, 19th, 25th and 26th. 12.06 Russia Day is celebrated. It is a non-working holiday (Article 112 of the Labor Code of the Russian Federation). Since this public holiday falls on Sunday in 2016, the day off is transferred to the next business day (06/13), and Russians receive three non-working days in a row: from 11 (Saturday) to 13 (Monday) number.

Every year, the days of the week on which the "red" days of the calendar fall change. And many people probably want to know in advance when free time will be available in the new year in order to plan trips and other events. For such cases, you can use the holiday calendar in 2016. Below is official calendar of weekends and holidays, approved by the Decree of the Government of the Russian Federation of September 24, 2015 No. 1017 "On the postponement of days off in 2016".

New year 2016

The most important thing is the issue of the weekend for the new year 2016 - the first holiday celebrated by millions of people, one of the most fun and most anticipated. There is not much time left before it, so many have probably already begun to figure out their work schedule, wanting to pre-plan the New Year's celebration. This time the last day of the year - December 31 - falls on a Thursday. This will be a shortened working day.

Days from January 1 (Friday) to January 10 (Sunday) are marked in red in the calendar . Traditionally, the New Year's Eve is held with your family - so you can already notify your loved ones about which days of the week to celebrate this time. If you are going to take advantage of a long weekend to relax in a warm resort, it is better to take tickets in the fall, by December they traditionally become 2-3 times more expensive. If you decide to go on vacation at the last moment, last-minute tickets will be much more expensive (if you still get them).

Let's deal with further red dates and how we rest: the January holidays will continue next week - Orthodox Christmas is celebrated on the 7th, which falls on Thursday. Many enterprises arrange a break in their work - the New Year holidays, which end after Christmas. Ten-day holidays do not apply to all employees. Whether you will also rest on these dates depends on where exactly you work. For example, at facilities with continuous production, shifts cannot be canceled in any way. The same applies to doctors, and law enforcement officers, and representatives of many other professions.

February 23 - Defender of the Fatherland Day

The next public holiday will be February 23rd. In 2016, it will fall on a Tuesday. For convenience, they also made Monday (February 22) a day off, but in return they will have to work on Saturday, February 20. This working day will be shortened. May holidays 2016

The following significant dates will be the May holidays:

May 1 - Labor Day

May Day will fall on Sunday (by the way, Orthodox Easter will also be celebrated on the same day), and the weekend will be additionally on the 2nd and 3rd - Monday and Tuesday. Thus, rest 4 days - from April 30 to May 3 .

May 9 - Victory Day

May 9 falls on a Monday. We rest for 3 days - from May 7 to May 9 . By the way, those who work in an official job with a “white” salary have every right to write an application for a vacation from May 4 to May 6, using only 3 days of vacation from the prescribed 28 and getting a vacation for 10 days that can be spent at sea.

Other holidays

June 12 - Day of Russia

The most important event of June is the Day of Russia, which is celebrated on the 12th. In 2016, it will fall on a Sunday, so for “compensation” the 13th, Monday, will also be a day off. Rest - from 11 to 13 June .

November 4 - National Unity Day

Now we summarize all the days of rest and calculate how many days off for the new year 2016 will be in total:

  • in the first half of the year: 182 days in total, 65 days off;
  • in the second half of the year: 184 days in total, 54 days off.

In total, next year we have to rest 119 days. We get 247 working days. Do not forget about the 28 days of vacation you are entitled to. If you manage and take them in parts, without intersecting with the weekend, you can not work as much as 147 days - 40% of the year! But this is just a good year - don't think Russians are lazy, says otherwise.

Public holidays in 2016

According to Art. 112 of the Labor Code of the Russian Federation, non-working holidays in Russia are the following dates:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays
  • January 7 - Christmas
  • February 23 - Defender of the Fatherland Day
  • March 8 - International Women's Day
  • May 1 - Spring and Labor Day
  • May 9 - Victory Day
  • June 12 - Day of Russia
  • November 4 - National Unity Day

If a public holiday falls on a Saturday or Sunday, the day off is transferred to the next business day. In 2016, the Spring and Labor Day (May 1) and Russia Day (June 12) fall on Sundays, so the holidays are moved to Mondays, May 2 and June 13, respectively.

The Government of the Russian Federation has the right to make changes to the production calendar, to shift non-working holidays to other dates in order to rationalize the labor process (Article 112 of the Labor Code of the Russian Federation). For 2016, the following transfers of days off have been approved:

  • from Saturday 2 January to Tuesday 3 May;
  • from Sunday 3 January to Monday 7 March;
  • from Saturday 20 February to Monday 22 February.
