The quality of life of Russians in the regions is far from equal, therefore, citizens employed in areas with special (dangerous and difficult for health) climatic conditions, wages and pensions should be indexed using the regional coefficient. This procedure is established by articles 148, 316 and 146 part 3 of the Labor Code of the Russian Federation.

What is a "district rate"?

The district coefficient is an indicator (multiplier) of the relative increase in the salary of employees, which employers must take into account when calculating wages. It allows you to compensate for the additional costs (physiological, material) of citizens living in the Far North of Russia and territories that are equated to it in terms of climatic and other factors. Its size varies depending on the severity of working conditions and living conditions from 1.1 to 2.0. If we are talking about employees of Antarctic expeditions, then this figure rises to 3 points. This government-guaranteed surcharge applies to:

  • wages (the number of days worked is not considered, accrual is carried out from the moment the position is received);
  • allowances (only those established by the current regulation on tariff categories and rates). For example: for high skill, academic degree, class class profession;
  • payment to an employee for seasonal work;
  • seniority bonus and other cumulative bonuses;
  • payment for part-time activities;
  • annual remuneration;
  • compensation for hazardous/harmful working conditions (this includes night shifts);
  • sick leave payments;
  • part-time wages.

The regional coefficient does not apply to such types of payments as:

  • material assistance and remuneration, but on the condition that the payments are one-time and are not taken into account in the employment contract;
  • holiday pay (the amount is calculated from the salary, which is received by applying the district coefficient);
  • northern allowances (charged for work on the territory of the COP). Nordic payouts and the multiplier are not interchangeable payouts and do not affect each other.

The district coefficient will also have an impact on the payment of material allowances for military personnel. Citizens of some regions with difficult climatic (labor) conditions, who were paid wages with a regional coefficient, will continue to receive an increased pension. However, this does not apply to all categories of citizens.

Attention! The pension will be increased by the district coefficient only for those pensioners who live on the territory of the CS and in areas equated to it. Those employees who received a salary with an additional payment during the working period, but do not live in the listed territories, will receive a standard pension (not increased by a coefficient). This rule also applies to pensioners living in the southern and central parts of the Krasnoyarsk Territory. In their case, the calculation of the pension will be carried out taking into account the additional payment to the salary.

How is the district coefficient for pensions calculated?

The district coefficient has a significant impact on the calculation of pensions for people living and working in the Far North and areas equated to them. An additional payment for work in the formation of a pension payment is accrued if the employee:

  • worked in difficult conditions for at least 15 years (with interruptions or continuously - the calculation is made in calendar years based on the total number of years worked);
  • has insurance experience of 25 years (for the male population).

An additional payment to the pension will be accrued if a citizen since January 2002 has lived and worked in the conditions of the Constitutional Court and equivalent to them. An example of calculating a pension

The district coefficient is not applied to the employee's minimum salary, but to the actual salary before tax.
