In total you will need 17 sheets: 5 for the large rose and 2 for each small rose.

Prepare 2 sepals and 2 leaves for each small rose.

Turn the back side of the flower towards you. Glue the sepals, moving the leaves of the top layer into the voids of the bottom. Glue the two sheets of paper you made in a line on top.
