Will there be a 13th pension in December 2018?
A bill to provide an additional thirteenth pension was developed in October 2016 by a group of State Duma deputies. It was supposed to be paid in the same way as the 13th salary for employees - in December, starting in 2017.
According to the bill, pensioners who have registered old age insurance pensions. For recipients of other types of pensions: disability, loss of a breadwinner, military or state, the thirteenth pension is not provided.
The size and procedure for payment should not have differed from the monthly pension: if, for example, a pensioner received a benefit of 12,000 rubles on a bank card, then 13 pensions would also be accrued.
Pensioners have the right to count on early payment of pensions in December 2017, since many will buy food for the holiday table in advance. But, as it became known, this event is not a criterion for postponing the payment of benefits to all pensioners in the country. Payment schedules have been agreed upon and therefore all pensioners will receive money on time and not earlier. But there may be delays, as often happens.

Due to holiday weekends from November 4 to November 6, 2017, funding for pensions for these days will be carried out earlier than the established schedule. For pensioners in Ulan-Ude who receive a pension from Sberbank on the 6th of each month, the funds will be transferred on November 3.

Khabarovsk
For all post offices, Saturday, November 4, has been declared a day off, so pensions and other social benefits will not be delivered to residents of the Khabarovsk Territory. In connection with the National Unity Day holiday on November 4, payment of pensions for November by federal postal organizations will be made within the following terms:

The practice was finally consolidated in 2017 increase in child benefits and other social payments annually from February 1 based on actual inflation rates for the previous year. This became possible thanks to the Government’s work to reduce the growth rate of consumer prices, due to the high rates of which a year earlier it became necessary for the first time to suspend the current procedure for indexing payments, benefits and compensation that had developed over the previous decade.

Its amount will remain at the current level 453026 rubles not only for another year, but will also be maintained at least until January 1, 2020, according to the new government capital freezing law dated December 19, 2016 No. 444-FZ, adopted together with the law on the federal budget for the next three years dated December 19, 2016 No. 415-FZ.
Indexation of benefits in 2017 (table)
For the second year in a row, the amount of child benefits provided for by federal law “On state benefits for citizens with children” dated May 19, 1995 No. 81-FZ, is revised with the aim of increasing the amount of payments not from January 1 of the new year, as was first established in 2008, but from February 1, 2017 by the amount of actual inflation, which, according to official data from Rosstat, amounted to only 5.4% (a record low figure for the entire modern Russian history).
Compared to 2015, last year price growth decreased by more than 2 times - then annual inflation according to Rosstat was 12.9%, which for the first time in recent history made it impossible to fully index not only benefits and maternity capital, but also insurance and social pensions. By the way, the Government also promises to fully index pensions in 2017 by 5.4%.
The amount of maternity capital in 2017
The amount will not change in 2017 - its size will again be 453026 rubles. The last time the certificate size increased was from January 1, 2015 (by 5.5% from the previous 429.4 to the current 453 thousand rubles), i.e. in fact, families with children have been dealing with the so-called freezing maternity capital.
Therefore, families can completely forget about indexing the certificate for the next 3 years. The Government associates the need to freeze the amount of maternity capital from 2017 to 2020 with the following main circumstances:
- in the federal budget
The pension payment schedule is a pressing topic for any citizen who is entitled to social transfers. Let us immediately note that the frequency of receipt is not tied to a specific date or day of the week, so it can be postponed to an earlier or later date.
The recipient is informed in advance about any changes in the procedure for transferring funds. For this purpose, the resources of regional media agencies, stands located in pension funds and other social institutions are used.
General provisions
When a Russian citizen reaches a certain age that allows him to interrupt his career and retire, he must apply to the regional branch of the Pension Fund of the Russian Federation for the monetary compensation due to him. Calculation and accrual of payments occurs no later than 10 working days from the date of application and submission of the required package of documents for consideration.
Each pensioner has the right to independently determine the organization that will conduct transactions, as well as the delivery method. Currently, there are three options for receiving:
- in person, with delivery to your actual residential address;
- transfer to a bank card;
- in person, at the cash department of the selected organization.
Any accruals due to a citizen are carried out in strict accordance with the established regulations. According to current legislation, the frequency is established by the leadership of the region or region, therefore each region of the country follows its own schedule.
Regardless of the chosen method, the frequency remains unchanged and occurs in accordance with the established schedule.
Receipt procedure
According to Article 21, paragraph 12 of the current law “On Insurance Pensions”, a citizen can receive the transfers due to him only in person, based on the presented identification document.
If a person does not have the physical or other ability to independently receive the due accruals, he can issue a notarized power of attorney to another person who will collect the money. In this case, annual confirmation of the registration of the actual recipient will be required if the power of attorney is issued for a period exceeding 12 months.

Based on these deadlines, each pensioner is stopped from receiving the required funds. If the established deadlines fall on holidays and non-working days, the schedule is shifted to an earlier period, but no more than 3 days before the standard calculation time.
Example
In May 2017, the usual frequency was shifted due to holidays. The following changes were introduced in various regions of the country:
- Moscow - for pensioners receiving funds on May 7 and 9, the deadlines have been moved to the 4th and 5th, respectively;
- Vladimir - for citizens who were entitled to social benefits according to the schedule on May 9, the deadline was postponed by 1 day, that is, the funds were received on the 8th;
- Voronezh - here payments for May 7 and 9, 2017 were postponed to the 5th and 8th.

Methods of obtaining
- Post office. In this case, you can receive funds yourself by personally visiting a post office or at home. In any case, the exact day of transfers is determined by Russian Post, which also notifies recipients of changes in the payment schedule.
- Bank. Payments go to a personal bank card or current account. The advantage of this option is that you can accumulate and withdraw funds at any time, regardless of the set date. There are no commissions or interest charged for this.
- Organizations. Pension delivery companies operate in a similar way to post offices. The billing period is identical to that of Russian Post. The list of such organizations can be found in the regional branch of the Pension Fund.
How the date is set
The pension delivery period implies a specific date, which does not depend on the wishes and requirements of the recipient. It is curious, but the exact day of transfers is not regulated at the legislative level, but is under the jurisdiction of local executive authorities.
When setting the date, the following factors are usually taken into account:
- number of recipients;
- features of the payment region;
- subsidies from the federal budget.
The exact date of receipt of funds is communicated to the pensioner at the time the pension is assigned. This information can always be clarified at the municipal office of the Pension Fund of Russia by presenting your passport.
Important! If a pensioner changes his place of residence, he will be determined by a schedule that is established in the corresponding region.
Frequency of transfers to a Sberbank card
In Russia, Sberbank is the main financial and credit institution that deals with the calculation of insurance and pension benefits on the cards of pensioners.
You can get a bank card at a branch of a financial institution at your place of residence. Payments are made within a specified period, which is communicated to the recipient at the time of registration of the pension. According to the internal charter of the banking structure and the consent of the Pension Fund, the transfer schedule may be shifted by 2-3 days.
At all The pension payment schedule for Sberbank card holders runs until the 15th of each month. If the date falls on a weekend or holiday, transactions will be moved to an earlier date. Usually this is the working day closest to the appointed date.
