What products are given in the dairy kitchen. The procedure for issuing free meals. Who is entitled to children's products from the dairy kitchen

A number of innovations were introduced by order of the Department of Health No. 546 dated 06/11/2014. In order not to spread over the tree, I cite as an example an article from the dairynews.ru website, as well as a link to the source.

"In addition to dairy and fermented milk products the list includes juices, cereals fast food, meat, fruit and vegetable puree. Opening hours will increase - they will work from 6:30 to 12 noon daily. However, parents will have to urgently re-register documents.

From July 1 in Moscow, the rules for issuing free meals for children - Zelenograd polyclinics carry out an urgent re-registration of documents and notify parents about this, since in July recipes of a new format will begin to operate in dairy kitchens.

The list of beneficiaries who have the right to receive a free set of food products in the dairy kitchen includes (by order of the Metropolitan Department of Health No. 546 dated 06/11/2014): children under 3 years old, pregnant women, nursing mothers with children up to 6 months old breastfeeding, children under 7 from large families, disabled children under 18, children with certain chronic diseases under 15. Children under 1 year of age are provided with products from the dairy kitchen under the condition of artificial or mixed feeding. A condition for receiving free meals is a Moscow residence permit - however, in the Moscow region, dairy kitchens have long been supplying children under 3 years old and pregnant women.

In baby food kits for different ages now includes:

milk formulas (dry and liquid) for children 0-12 months

fruit juice (1-2.4 liters per month) and fruit puree(800-1000g per month) for children from 3 months to 3 years

vegetable puree (1.9 kg per month) and instant porridge (400 g per month) for children from 5-12 months

children's cottage cheese (600 g per month) from 7 months to 2 years

puree meat and meat-vegetable (560g and 1.3 kg per month) for children from 7-12 months

baby yogurt (2 liters per month) for children from 9 months to 2 years

baby milk (2-2.4 liters per month) for children from 1 to 2 years

Pregnant women and nursing mothers can get milk (6 l/month) and fortified juice (about 2.5 l/month) in dairy kitchens.

Suppliers and trademarks of products for dairy kitchens are still unknown - as Zelenograd.ru was told in one of the Zelenograd points, the first delivery of new food packages will take place on July 1. Presumably, these will be children's products from Wimm-bill-dann and Agushi in small packages.

To receive food in the dairy kitchen, all parents need to re-register documents, since recipes of a new format will begin to operate from July. Now Zelenograd polyclinics are making every effort to notify parents about this - 1-2 weeks before July 1, it turned out that they must submit a written application addressed to the head physician and bring a package of documents: photocopies of the child's birth certificate and certificate of registration at the place of residence (according to form No. 8), the compulsory medical insurance policy and the passport of one of the parents. Pregnant women for service in the dairy kitchen should contact the antenatal clinic in which they are observed.

The new rules provide for a more convenient frequency of food distribution - parents will no longer have to go for it every other day: the order recommends giving out perishable foods (liquid mixture, kefir and cottage cheese) once a week, the rest once a month.

Prescriptions for dairy cuisine will now be issued for up to 1 month for children of the first year of life and pregnant women, for up to 3 months - for children 1-3 years old and nursing mothers, for up to 6 months - for special categories of older children. Children's prescriptions will continue to be written by pediatricians, and they are required to do this in the presence of the child and after his examination.

In addition to the advantages, the innovations also have disadvantages: the variety of the free menu and the expansion of the “clientele” of dairy cuisines hit the other end of the volume of familiar products that were paid for by the state and which Muscovite families are already accustomed to. “If earlier there was more than enough dairy products provided by dairy kitchens, and often even leftovers, now it will have to be bought in addition. baby milk babies under one year old are no longer allowed, and the favorite delicacy of many babies - a sweet sour-milk mixture - completely disappeared from the list of products, giving way to a milk mixture. Other complementary foods will also need to be purchased, the only exceptions are porridge and meat - these products will be given out in sufficient quantities. If we compare the old and new food packages in monetary terms, then new set, alas, much more modestly. Is it possible to say that the milk was "cut down"? Perhaps yes, ”conclude portal experts. However, the availability of a varied diet is important for low-income families, and for everyone else in the formation of children's tastes and preferences, the newspaper writes.

I draw your attention to the fact that this applies to both Moscow and the Moscow Region, but there will obviously already have their own rules.

If I find an order from the Metropolitan Department of Health, I'll post it.

Most young families with children know firsthand the difficulties of buying high-quality dairy food, which is also quite expensive. To help parents, the authorities in the controlled territory organized the work of such establishments as a dairy kitchen. They also approved lists of issued products, quantitative norms and regulations for the execution of all necessary documents.

Sadly, these benefits are not for everyone. You still need to prove your rights to receive a "milk social package".

A little bit of history

Dairy kitchens have existed in our country since 1911. The death rate of newborns at that time was unprecedentedly high, reaching 40% or more. Its main reason was precisely the malnutrition of babies or its lack. After the revolution, these establishments opened everywhere, and during the years of Soviet power, the dairy kitchen provided everyone with the necessary products, who were supposed to. The law was on the side of the parents of babies, who, even at the time of severe shortages, had the opportunity to get milk and cottage cheese for their children, which are so necessary for normal development.

Nowadays, the concept of food shortages is a thing of the distant past. Any store has a rich assortment of baby food. Nevertheless, the prices for it are unaffordable for many young families. It is for this reason that free dairy products are in demand everywhere, mainly in the category of low-income families. It is these people who make up the bulk of those who are entitled to coupons for the dairy kitchen.

The modern name of this institution is a milk distribution point. The food itself is produced by the plant (meaning its children's department), and the kitchen manages only its distribution to consumers.

Children's dairy kitchen - who is supposed to?

The list of categories of those who eat in the dairy kitchen is not the same everywhere. It may vary depending on the region of residence, because the decision to approve it is under the jurisdiction of local governments. For example, the city where you live and where there is a dairy kitchen is Kazan. Who is supposed to eat on it? Does the list of preferential categories differ from the same, for example, in Moscow? It is best to clarify this issue with the local administration.

But there is common list those who are supposed to receive dairy cuisine. It includes artificial babies up to the age of one year, infants - from the time they are introduced to complementary foods, children under three years old - based on general indications, and up to 7 years old if the child is from a large family.

Who else is supposed to have a dairy kitchen? In addition to the above categories, the list includes children under the age of 15 if they have chronic diseases, disabled children under 18, as well as nursing mothers whose babies are not yet six months old, and pregnant women according to indications. If for some reason there are no dairy food distribution points in your area, you can receive compensation in cash.

We collect papers

Unfortunately, the execution of all documents for those who are supposed to eat in the dairy kitchen takes a lot of time and effort. Those wishing to use this service will need to stock up on a copy of a civil passport (the original is presented, of course), a copy and original of the child's birth certificate, a certificate of registration of the baby at the place of residence of the parents, the original and a copy of the marriage (or divorce) certificate, the newborn's medical insurance policy , information about the composition of the family.

To prove that you are one of those who are entitled to a dairy kitchen, you will need to bring a certificate of the average income of the whole family for the last 3 months. It should reflect all types of cash receipts - salaries, scholarships, pensions, alimony, unemployment benefits, etc. If the child's parents are divorced, you need a certificate of accrued alimony, and if they are not paid - a paper from the court did not file alimony.

Additional nuances

If at the moment one of the able-bodied family members has no income (does not work), a copy is attached work book and all documents confirming the lack of income (pensions, scholarships, etc.).

You will need an application addressed to the head physician of the children's clinic to which the child belongs at the place of residence. Parents or guardians must also indicate on a separate application that they do not have prior permission to provide such meals. The doctor of the children's clinic provides an extract confirming the transfer of the baby from breastfeeding to mixed or artificial feeding, and gives a prescription for free extra food.

It is possible that other documents will be required from those who are entitled to baby food in the dairy kitchen. For example, containing information about chronic diseases baby, the status of the family as having many children, the disability of the child, etc.

How to start a new mother

Let's look at the sequence of actions necessary to get a newborn baby an additional dairy nutrition. First of all, find out if such a service is available in your area and if you can be classified as applying for it. Let's return to the previous example, where the place of residence of a young family that needs a dairy kitchen is Kazan. The easiest way to find out who is entitled to and who is not serviced is by visiting the Committee for the Protection of Motherhood and Childhood. A one-stop-shop service will also help you.

Gathering everything necessary papers, contact your local pediatrician for a referral for supplementary nutrition. The doctor will examine the child and issue the necessary conclusion, after which you will receive your own number, which is recorded in medical card. Try to remember it, as you will have to call it every time you get dairy products in the kitchen.

How distribution points work

The prescription for food is renewed monthly, this happens from the 20th to the 25th. Specify the address of the distribution point to which you belong to the place of residence, and its opening hours. Usually this information can be obtained from the registry of your clinic. Most often, the working hours of dairy kitchens fall on the time from 6 to 12 noon. weekends and public holidays usually does not happen.

If your actual place of residence does not coincide with the area of registration, and you want to receive food closer to home, you will have to stock up on a certificate stating that you are not provided with food at the place of registration.

What exactly is to be received

What can expect those who are supposed to dairy cuisine? The list of products itself, as well as the norms, may vary slightly depending on the region. Let's take a look at an example list.

Until the age of two months, the baby is given a dry (adapted) milk formula in the amount of 700 grams, which is issued once a week, and a liquid milk mixture with a volume of 4800 grams, issued monthly. A three-four-month-old baby, in addition to these products, is entitled to a liter of fruit juice and a kilogram of fruit puree once a month.

When the child is five months old, the list is replenished with vegetable puree in the amount of 1 kilogram 900 grams and 400 grams of dry instant porridge. Both are also issued once a month. In the second half of life, the norm of baby food is slightly reduced - 350 grams of dry mixture is required, liquid - in the amount of 2400 grams. But fruit juice will give more than 200 grams.

We are growing

When the baby overcomes the seven-month milestone, his nutrition becomes more serious. The list is replenished with children's cottage cheese (600 grams once a week), meat and vegetable puree (once a month, 1 kilogram 300 grams), meat puree in the amount of 560 grams (also monthly). The prescribed volume of juice is now 1.4 liters, vegetable puree - 1 kg 920 grams. From 9 months, the baby has the right to 2000 grams of kefir every week.

Now let's see what they provide for older children (of those who are supposed to have a dairy kitchen). From one to two years old, children are prescribed children's yogurt in the amount of two liters per week, with the same frequency - cottage cheese (600 grams). Once a month, milk is given (2.4 liters), 2 liters of fruit juices and fruit puree in the amount of 800 grams.

At the age of 2 to 3 years, the set of products is practically the same, only the norms for issuing juice and milk change places.

Dairy cuisine for pregnant women

Perhaps not everyone knows that not only kids can use the services of this institution. Those who are entitled to a free dairy kitchen, there are several more categories. First of all, these are pregnant women who need additional nutrition. They can count on milk and fortified juice once a month in the amount of 6000 and 2640 g, respectively.

The same products are also provided for nursing mothers, and the norms of both juice and milk are slightly larger for them. They are given 800 grams of milk per month, juice - 3300 grams. Until the baby is transferred to mixed or artificial nutrition, until he reaches the age of 6 months, only a nursing mother can receive additional rations in the dairy kitchen.

Selected features

There are cases when medical indications the consumption of milk by a woman is not possible (for example, in the case of lactose intolerance). Then it is replaced by other products, such as milk pudding.

Some subtleties should be mentioned, the observance of which will make life easier for parents during this difficult period. They should know: the dairy kitchen must be renewed every 3 months with the collection of all relevant certificates. Therefore, in order to avoid interruptions in the supply of dairy products, the availability of all necessary documents should be taken care of in advance.

Dairy cuisine for pregnant women has its own characteristics. If the woman and not the child is receiving the food, medical documentation (referral, necessary information etc.) is issued by the LC doctor. The right to receive such food from future mother occurs at the 12th week of pregnancy.

If within three days you for some reason did not come to the distribution point for prescribed products, your application will be removed from service. No one compensates for the missed portions, and it will be possible to restore the service only two days after the second request.

dairy cuisine- a form of state social assistance, whose task is to provide for young children and pregnant women special products including infant formula.

Some parents do not even suspect that such institutions, created several decades ago, still exist today. Indeed, there are more and more alarm signals that in 2017 local authorities may refuse such support measures.

But since so far these are just rumors, you need to figure out who has the right to receive such food, what documents will be needed when applying for this benefit.

It is worth noting that all issues of obtaining free products for a newborn child are handled by local governments.

It is they who issue a law in which they prescribe who is supposed to have a dairy kitchen. Therefore, for example, in Kaliningrad and in Saransk the list of persons will be different.

If we talk about all-Russian trends, then the opportunity to receive free milk formulas and other food is the following categories persons:

In addition, the right to preferential meals in some regions extends to pregnant and lactating women (after 6 months of age, the benefits are leveled).

To understand exactly who is supposed to have dairy cuisine in 2017 in a particular region or city (Moscow region, Kaliningrad, Saransk, Ulyanovsk, etc.), you need to familiarize yourself with legal acts- read the law that regulates such state social assistance.

For example, the Cabinet of Ministers of the Republic of Tatarstan in a special resolution indicates that free meals are intended for children:

  • under three years old, brought up in low-income families(if the income does not exceed living wage, which is installed in the Republic of Tatarstan);
  • under three years of age who have chronic diseases (the law proposes a list of relevant diseases).

Thus, in most regions the right to receive free formulas is limited by the financial situation of the “cell of society”. Another common restriction is that the registration must be at the place where the discounted products are received.

In order to exercise their right to receive free in 2017, the mother must write a statement addressed to the head physician of the medical institution where the baby is being observed.

A pregnant woman needs to write a statement on a special form addressed to the head of the antenatal clinic. Documents are attached to the paper, which must confirm the right to receive preferential products.

Further registration takes place in the same medical institution. In order to receive a “grocery” allowance, in addition to the application, the head physician must submit the following documents and certificates:

But this list is usually not final, because in some situations, you will need to apply for benefits additional documents to confirm the child's right to receive artificial mixture or other products.

Some additional documents:

  • certificates confirming the child's disability (if a dairy kitchen is required for children with disabilities);
  • documents confirming that the family has many children (if you need to receive preferential meals for children from a large family, you will need a birth certificate for each child);
  • for children with a chronic illness, documents from a medical institution confirming the diagnosis are needed;
  • registration certificate marital relations or a certificate of completion;
  • information on family income for the previous quarter, which includes the size of the parents' salary, the availability of pension benefit, alimony, unemployment benefits, scholarship payments.

Unfortunately, not all regions and localities have such a useful institution as a dairy kitchen. In some places, it is being replaced by cash benefits.

For example, the St. Petersburg authorities have replaced free meals with a children's card, with which you can purchase children's goods or the same mixtures.

You can find out which stores can accept such cards by contacting the MFC or the pediatrician leading the child.

To join the queue for free dairy products, you must go through the following stages of registration:

  1. The first steps are to find out if there are similar institutions in your city. Such information is usually issued by the health department, and you can probably make a request at the MFC.
  2. After clarification, you need to contact the doctor leading the child to get a prescription - you will need it in the kitchen. It is worth knowing that each prescription is issued for a certain period.
  3. Then parents will have to collect a package of documents (birth certificate, copy of registration and citizenship, etc.). You will be able to receive the first mixtures and other products within a few days after registration.

The approximate period and prescription rate for formula milk for 2017 is as follows:

  • for 30 days - a pregnant woman and a child up to a year;
  • for three months - for mothers who feed the baby, and for a child under three years old;
  • for six months - beneficiaries.

As soon as this period expires, parents will have to re-issue a prescription for a newborn and older children.

The composition of the food set largely depends on the age of the child. The norms and assortment also differ in each region, so you should again drown directly in the clinic or in the antenatal clinic.

Up to six months, children are pampered with mixtures (dry or liquid), and the newborn child is usually given milk formulas, and older children - sour-milk. After six months, the baby already receives a wider range, including purees and juices.

In some settlements, children from six months are given only dry mixtures. child from big family or children with disabilities receive only milk. As a benefit for a nursing mother, juices are used to improve lactation.

It can be assumed that in 2017 in many regions and cities for children will be available:

  • cottage cheese;
  • various mixtures;
  • dairy products;
  • products for making porridge;
  • milk;
  • vegetable, fruit puree;

Some dairy kitchens make their own formulas, other establishments prefer to buy quality products domestic firms specializing in the production of baby food.

Perishable products are issued either every day (except weekends) or every other day. But dry mixes or substrates for making cereals can be issued immediately for 30 days, which, you see, is extremely convenient.

A similar question is asked by both beneficiaries and representatives of the legislature of individual regions. Unfortunately, in some areas this useful manual has already been abandoned. Frequent rumors on this topic only escalate the situation.

Most likely in next year the dairy kitchen will remain, as the political situation implies support for motherhood and the most vulnerable citizen - a newborn child. Despite the small amount spent per person, such support is important for many families.

Currently, the Ministry of Health is considering several options for further developments in 2017:

  1. It is possible to place distribution points for preferential dairy products in specially selected pharmacy chains. Firstly, this step would relieve workers medical institutions. Secondly, in pharmacies, parents will be able to receive groceries all day long, and not rush to the appointed time.
  2. In addition, they are also considering the introduction of monetization - that is, the replacement of dairy products with cash benefits (so far at the request of parents). This has already been done in some Russian regions. However, studies conducted among this category of recipients of benefits have shown that monetary compensation is most often spent not on necessary for the child food, but for completely different needs. That is why the problem with monetization has not yet been approved at the highest level.
  3. Hello, I'm Nadezhda Plotnikova.
